Yes, many people tried that before coming here. But SP2 and SP3 have different files. LVLLords patch was for XP SP2, and it also will crash an XP SP3 system. Also, trying to mod 0A 00 00 00 to 00 00 0A 00 inside the SP3 file doesnt work either. Dunno it merely fails.
So, if your patch here works for you personally, go correctly. If LVLLords patch works to suit your needs, more power 2ya. But dont mix them up.

Since August 2009 websites were loaded after 20 seconds upto 2 minutes.
MS fixit 50199 in the TCP/IP stack sometimes solved the situation for some time period.
I designed to buy a whole new computer I use a P3, 550 Mhz, 512 MB RAM.
However after running this TCP/IP patch both connecting to websites and email server is quite fast again.
I think MS attempts to push older XP versions out on the market in support of windows 7!

I guarantee this works. I was pissed for hours looking to figure out why the Service Pack 3 totally screwed my web connection. I did a half a days searching and was VERY CLOSE to uninstalling XP SP3 when I found this post.
My internet is considerably quicker now. My issue was that FileZilla and FF, IE, Safari am slow I could not get any work completed. As a web development company I was spending 1/2 my time seeking to get FileZilla to upload files towards the client domain and yes it just took for freakin ever.
Use this tool, work it to 256 and you might be golden.
