Kicad cost nothing and open source, and it is often a relatively well-integrated package of schematics and layout editor.
gEDA is provided for free and open source. It is over the age of Kicad, has more tools which produce nicer output, but is less well integrated.
Since they can be open-source packages there won't be arbitrary restrictions about the free version like board size in Eagle no license hassles.

I need to put in another pitch for Circad now OmniGlyph. Ive tried it since it first became available. I started out with OrCAD if it was new so that provides you a concept how long Ive been pounding away on CAD systems.
