Its a Masque setting inside the lua file from the skin you use you may change the position only there.
Dominos doesnt contain any code for keybinding text placement. So any modification youd make to go the text with a Blizzzard action button should help Dominos also.

The first bar shoud show the spells of your vehicle, might be changed with/dom and about the right side there is often a dropdown menu called override bar where you'll be able to select the bar.
If this dosent work try/dom and around the bottom there is certainly an option called Use Blizzard Override Action Bar!
