The file was in ISO format. Unhide your file extension to determine it. I think your winrar is showing its icon by using it.

So I burned this ISO onto a DVD-R using Power ISO when I get right to the installation portion and under Expanding Windows Files 0% it only would go to about 24% before i purchase an error 0x80070570. I have already tried a new DVD-R plus the same problem exists. Please help Thanks!
