Then there is an UI language, which determines which language is used to the user interface in the OS along with the programs. You will need a MUI version of XP. Those tend to be only present in corporate environments or people with many users with differing language. That version wasnt sold normally. Most Microsoft applications stick to this setting and that is why youll have trouble getting an English Internet Explorer with a German Windows installation.

So, for just a usual XP system you cant set the UI language which basically ensures that most MS-supplied software will be from the system-native language French available for you. But for many third-party applications you are able to install a language that suits you. To modify the whole system language you must install newer service pack with some other language.
For axample if you've XP SP2 in ENG and also have it in Italian, you'll need to download SP3 in Italian, change some registry keys visit HKEYLOCALMACHINESYSTEMControlSet001ControlNlsLanguage registry key, and change the value date for Default and InstallLanguage registry value from 0409 to 0410 and youll be able to put in it in Italian.
If no problems occur, you should have the whole system language changed. Here is the set of numbers signifying each language in registry:

This will be depending on each installer. Some will just assume in the system language, most will give you the choice, and many will base on which and regional settings.
You can make an effort to switch these settings to English. On a French system, you'll find them within the Panneau de configuration, under Options r
