its so obvious that SP2 wont happen, nor can it EVER get released. the true reason for it is because Ballmer wants everyone make use of that PO called Windows 8.
Please know that this roll-up probably includes KB2670838 released circa February 2013 which caused many problems on some laptops, including BSODs and failures-to-boot. The issue was supposedly limited by laptops with hybrid graphics cards however it BSOD-ed an old HP laptop of mine which does NOT have this kind of card.

Nt 4 had 6 service packs, 7 if u count 6a.
7 had 1 service pack since aug 2013, and possibly forever
8 had 0 service packs because now theres 8.1.

I m a lttle bit surprised that MS have put them about the main downloads page that way, if that's indeed what they are. Basically they would be the files which were compiled together with the debugging code left in.
