I unzipped the files in to the SWAT 4 directory. However the SAS won't work.
You should have the Expansion pack just for this mod to figure. Also, you need to either extract the files from your zip archive to main directory, or perhaps place them there yourself. Although this content folders won't place themselves automatically, it really is meant to be effective like that! Do not try to position them yourself, leave them inside SAS Mod v1.1 folder.
