I unzipped the files into your SWAT 4 directory. However the SAS doesn't work.
You should have the Expansion pack because of this mod to function. Also, you need to either extract the files on the zip archive to main directory, or perhaps place them there yourself. Although the content folders is not going to place themselves automatically, it really is meant to be effective like that! Do not try to put them yourself, leave them inside the SAS Mod v1.1 folder.
