I was having some slow data transfer speed. 10mbs connection and I usually get data transfer rate of 6mbs through steam. Tried installing an activity and was just getting 100kb, often almost nothing. I traveled to bandwidth limit and changed not limit to 10mbs. Seems to have fixed my problem.
